leaseholders' information

Shoreline currently has approximately 200 leaseholders.  These are residents who have purchased a flat or maisonette either from Shoreline, North East Lincolnshire Council under the right to buy scheme, or on the open market by purchasing an ex-local authority dwelling.  A leaseholder purchases and is only responsible for the inside their home, with Shoreline continuing to own the freehold which is the land the building stands on. 

As part of the stock transfer in March 2005, Shoreline was transferred the leasehold interest of all leasehold properties previously managed by North East Lincolnshire Council’s Housing Department and continues to manage any issues with leases, service charges and repairs.

The Lease


The lease is the legal agreement between Shoreline and the leaseholder.  It includes a description and plan of the dwelling, confirms the amount paid by the leaseholder and confirms the length of the lease, which is normally granted for 125 years.

It also describes what both parties are responsible for and what they agree to.  Not every lease is the same in content but common features are as follows:

Shoreline agrees

  • to keep the structure of the building and all communal areas in a state of good repair 
  • to allow you to live in the property provided you pay all charges and do not cause a disturbance to others
  • to ensure that services such as gas, electricity, water and drainage are provided to the dwelling without interruption.
  • to keep the building insured to the full cost of reinstatement.
  • to manage your building in a proper and reasonable manner.
  • to consult you on expensive work and long-term contracts that affect the building.

The Leaseholder agrees:

  • not to (or allow others within the dwelling to) cause a nuisance or annoyance to neighbours.
  • to allow Shoreline access to their home to complete work required to maintain the building.
  • to only using the dwelling as a place of residence and not for business use.
  • not to make alterations to their dwelling which will affect the structure of the building.
  • to keep their home in good repair, including decoration.
  • to pay the annual charge for services, repairs, insurance and ground rent.
  • not to paint, hang or attach anything to the exterior of the building without written permission (e.g. aerials, satellite dishes and estate agency signs)
  • not to throw refuse or hang washing, rugs and clothing from windows, landings, balconies or roofs.
  • to repay any discount which is repayable if you sell your home.
  • not to have liquified petroleum gas, or any other flammable or explosive materal in your home, or anywhere in the block or surrounding area.
  • to ensure all gas appliances are maintained in good order and are serviced once per year.

 

Service Charge


A service charge is a payment you make towards the costs of providing and maintaining services for the block and relates to the actual costs incurred during the previous financial year.  Service charges are split fairly between all flats or maisonettes within a block.  Shoreline pays the proportion relating to the rent paying tenants, which is then recharged to them. The level of service charge depends on the facilities within the block.  Examples of items which can be included within this charge are: 

  • Lighting  – contribution towards the running of all lights and/or other electrical services in shared areas (includes street lighting).
  • Door entry systems and lifts – contribution towards maintenance, repair and upgrade.
  • Cleaning & window cleaning – contribution towards cleaning services provided within shared areas.

 

Ground Rent

Your Ground Rent is £10 per year and is a rental paid to Shoreline.  The full amount is due on 1st April each year, and is billed along with your Buildings Insurance Premium and any Service Charges.

 

Buildings Insurance

When you buy your flat or maisonette, Buildings Insurance cover is automatically provided by Shoreline. The insurance provided is for the structure of the building and therefore, you must arrange your own Contents Insurance to cover your belongings, and the internal parts of your flat which you are responsible for.

 

Repairs


The leaseholder is responsible for the repairs and maintenance of any items within their home.  We are responsible for the structure and outside of the building, and the communal parts of the building.  The following table gives guidance on different repairs and who is responsible for them.

Consultation Group

Shoreline Housing Partnership, together with the Borough-Wide Tenants Assembly (BWTA), have recently formed a consultation group of leaseholders within North East Lincolnshire. All leaseholders have been invited to attend and meetings have been organised at different times of the day to encourage maximum attendance.

Leaseholders encounter many of the problems and issues which Shoreline tenants face, namely anti-social behaviour and cleanliness of communal areas and the surrounding environment, but they also have their own specific issues surrounding rights, responsibilities and expectations as a leaseholder of Shoreline Housing Partnership and Shoreline Housing Partnership’s responsibilities to them.

The Leaseholder Handbook was the first item which the group were consulted on. This Handbook has been based on recognised good practice and the ideas and recommendations from the members of the group, to ensure that it contains everything that leaseholders need to be aware of. It is presently at press and will be available to download from this website shortly.
