photo of Karen Rastall KAREN RASTALL (Chair)

Karen established her own accountancy practice in Lincoln some 23 years ago and went on to expand into offices in Gainsborough, Nottingham and London, before entering into semi retirement in March 2009. Her specialist areas have been business restructure and maximisation of markets. Used to working within multi disciplines, Karen particularly enjoys working in challenging environments subject to rapid change where she feels able to add value to existing structures and encourage a widening perspective.

A keen traveller, Karen has enjoyed working with non government organisations in Borneo, Cambodia, Mexico and Mongolia to name but a few and is an active supporter of Lincs2nepal, a Lincoln based charity who run an orphanage in Nepal. Coupled with a passion for dance and her wide social network, she lives by the maxim, if you want something doing, ask a busy person.

Andrew was Shoreline’s first chair and successfully saw the company through the tenant ballot in favour of transfer, pre-transfer negotiations with North East Lincolnshire Council and subsequently the creation of the company in March 2005.

Andrew is locally born and bred and is employed as a manager at one of the chemical companies on the Humber Bank. He has gained his Masters Degree in Business Administration and he likes to concentrate on providing ‘Best value’ services for the tenants, employees and Shoreline Housing Partnership as a whole.

Andrew was the first person to qualify from the National Housing Federation’s National Chairs Mentoring programme and now mentors Chairs of organisations going through the stock transfer process.

Andrew uses his extensive practical knowledge in operational management to provide a better service delivery across the whole range of housing services.

David spent over 30 years in the insurance industry, spending 28 happy years with the Prudential.  For the last 18 years of his service with the Prudential, David was part of their management team in Grimsby. 


At the age of 50, David embarked on a new direction when he asked for early retirement in order to have the rime to set up a local charity based in the Grimsby and Cleethorpes area.   The charity, CARE, has become a major player in helping the needy and homeless people through it’s charity shop and Care Rent scheme.  Although retired from general management of CARE, David is still employed by them two days a week as a Tenant Support worker.


Having a first hand understanding of some of the problems associated with obtaining and maintaining a tenancy awaked David’s interest in the formation of Shoreline.  David became a Board member in October 2003.  His special interests are in Human Resource and Audit and Risk procedures.

Paul has lived in North East Lincolnshire for over 30 years. He qualified as a Chartered Accountant in 1976 and for over 25 years Paul has been a partner in Smethurst & Buckton, a local firm of accountants. During this time Paul has gained wide experience in assisting primarily small businesses in all aspects of accounts and taxation. In addition, Paul has served as a trustee and treasurer of a local church for many years, providing insight into the operation of charities.

Geoff and his family moved to North East Lincolnshire in 1978 and until recently he was Managing Director of a local house building company.


Geoff is a member of the Chartered Institute of Building and has a lifetime of passion for housing.

Geoff has joined the Board to share his knowledge and experience and believes he will be helping to provide an adequate supply of affordable quality homes for those in need in North East Lincolnshire.

Mark Webb has lived in the area for over 20 years, married to a local lass and has three children.  He is managing director of E factor Ltd and has a passion for supporting local business and enterprise and helping people become self employed or start up their own enterprise.

He is also one of the owners of his own local business, the Cleethorpes Chronicle.

Mark brings to the Board a firm belief that it’s only when you roll up your sleeves and get involved that you earn the right to criticise or support the efforts being made to improve the area.

John has had a long career in housing and regeneration, working in senior roles for councils and housing associations in Sheffield, Glasgow and London and was also one of the founders of the Manor and Castle Development Trust in Sheffield. He is currently co-owner of a small consultancy business – i.s.4 housing & regeneration - and lives in Sheffield. He believes that housing associations like Shoreline are ideally placed to help change the fortunes of struggling neighbourhoods. His spare time interests include hill walking and climbing and also visiting obscure and interesting places that no-one else ever bothers with.
