how do I apply for a home?

Shoreline Housing Partnership runs the housing waiting list on behalf of North East Lincolnshire Council. We will sometimes offer housing that is owned and managed by other housing associations.

To apply for a home with us you will need to apply to join the Housing Register.

 

Who can apply to Shoreline?

Anyone over the age of 16 can apply to join the housing register but not everyone will be eligible to be placed on the register. Those excluded may include any person subject to immigration control and Shoreline reserves the right not to register or to defer registration for applicants where they, or a member of their household, are guilty of unacceptable behaviour such as:

  • rent arrears
  • breach of tenancy obligation
  • nuisance or annoyance
  • conviction for immoral or illegal use of the premises
  • conviction for an arrestable offence
  • domesic violence.

Joining the Housing Register

To apply to join the register you must complete an application form. Application forms can be obtained by:

You must fill in the form correctly and answer all the questions. If we do not have all the correct information, your application may be delayed. Staff at the Customer Service Centre will help you to fill in the form if you wish.

Assessing Applications

Applications will be assessed to establish what their priority should be on the Housing Register. The assessment process will consider the following things:

  • eligibility for the register
  • housing need
  • financial means
  • local connection
  • ability to secure long-term accommodation

This process will result in the applicant being placed in a band. The date that the form is received by Shoreline Housing Partnership will be the date of application. If circumstances change and the applicant is moved to a higher band, the application date will change to the date of the move. If the applicant is moved to a lower band, the original date will be kept.

 

The Band System

The three main bands are gold, silver and bronze. Applicants are placed in bands according to their perceived housing need. Those in the gold band have the highest housing need and those in the bronze, the lowest. In addition, an applicant in exceptional circumstances will be awarded an emergency card.

Special Housing Needs

Applicants with a medical, social, welfare or support need will be asked to complete a Medical and Special Housing Needs Assessment form. You can get a form by:

Additional preference for a higher band will be assigned only if an applicant’s medical, social, welfare or support need will be improved or alleviated by re-housing.

 

How will the bands work?

Your application will be placed in one of the three bands and you will be housed in the date order that you were placed in it. This means that you will continually move up the list, unless your circumstances change for the better or the worse – in which case you may move up or down the bands.

Flexibility

The band system offers a greater deal of flexibility to those applicants that demonstrate multiple needs. These extraordinary cases are presented to Shoreline Management for a decision on whether or not to move that applicant to the top of the Gold Band. For example, an elderly person with a medical need and also suffers from an overcrowded condition may be housed before an elderly person with a medical need only. This system will ensure that housing is offered to those with a greatest need first. We call this flexibility programme “Gold Plus”.

 

Transfers

The band system is also beneficial for current tenants requesting re-housing. If you are dissatisfied with the type or location of your current home, you are invited to join the register as well. If you have no demonstrated need for the Gold or Silver Bands, you are registered in the Bronze Band, but ahead of applicants that are not current tenants. For example, if you live in Cleethorpes but would prefer East Marsh, you will be registered ahead of general Bronze Band applicants. We call this “Bronze Plus”.

 

Feedback and results

A publication listing successful lettings by band, date and location is available fortnightly from our Customer Service Centre. By telling you about successful lettings, you will be aware of the approximate waiting times for your band and application date. We believe in a transparent and simple housing scheme.

 

What if I disagree with the decision on my housing?

The Appeals Panel will hear any appeals on decisions made by the Housing Advisors at Shoreline. Further information can be obtained from our Customer Service Centre.
